Replace library overview

I'd like to be able to replace the library overview with a note from the library of my choosing. This way when someone clicks a library in the sidebar, they won't see the library overview. But instead would immediately see my designated note.

This would make the library overview look less cluttered but also allow me to completely control what people see when they enter the library.
